Does it need to be a proposal? (Does it require an Ordinary Resolution or Special Resolution, or is it something that can be done [[http://vanhack.ca/doku.php?id=do-ocracy|do-ocratically]])

Does it relate to bylaws, constitution,code of conduct, grievance procedure?
( Special Resolution - requires advanced notice, can't significantly amend text, etc)

Does it relate to policy / rules?
